Interesting stats, I'm assuming you have a lot of short (long) sales going on in order to have that many pending compared to the number of actives.
It's amazing the difference in our markets. Typically pendings are about 10-20% higher than closed in any given month for us, to have them ~1000% higher boggles my mind.
